Carver County Attorney Jim Keeler said his office re-filed charges against Richard Dennis Olsen, 40, a Belle Plaine police officer.
Olsen is charged with three counts of gross-misdemeanor criminal vehicular operation and two counts of misdemeanor driving under the influence (DUI) for a July 26 motorcycle crash that injured his passenger.
According to the criminal complaint, Olsen was driving when he lost control of his motorcycle and landed in the ditch on the side of the road, south of County Road 45 on County Road 40 in Carver County.
Olsen had a blood-alcohol content of 0.11 within two hours of the accident, the complaint alleges. The legal limit is 0.08. Olsen’s unhelmeted passenger was thrown from the motorcycle and injured.
In October, the County Attorney’s Office filed a complaint against Olsen alleging DUI and sought a court order for the passenger’s medical records. The county attorney dismissed the original complaint when it was apparent that the court would accept a guilty plea from Olsen to the DUI, before the state obtained the medical records.
The County Attorney’s Office then re-filed the complaint after serving a search warrant and obtaining the passenger’s medical records. The medical information established the passenger suffered bodily harm, which supports the more serious charges of criminal vehicular operation.
