Thousands of Shakopee kids woke up disappointed this morning to find out their bus would be arriving on time.

Shakopee was one of several local districts not to delay school Wednesday morning after an overnight storm dropped 1.6 inches of wet slop in Prior Lake and 3.9 inches in Chanhassen.

Shakopee Superintendent Rod Thompson said he began talking with local school superintendents, law enforcement and bus officials around 4:30 a.m. Wednesday. It was determined the storm did not pose enough of a safety risk to delay classes, he said.

Locally, Jordan, Belle Plaine and Burnsville-Eagan-Savage school districts opened two hours late. Eastern Carver County Schools and Waconia Public Schools were closed for the day.

When it comes to delaying classes or closing school altogether, safety is the No. 1 factor, Thompson said. However, the district is also sensitive to family needs, knowing it can be hard for parents to find child care or miss work when school if canceled.

"Closing schools, we take it very seriously, but we have to manage expectations and know we're not going to please all the families," he said.

Students definitely were not pleased as they took to social media to voice their frustration Wednesday. Many students complained that the Shakopee High School parking lot was not yet plowed when they arrived.

The district hires a contractor to plow its lots, but it appears the contractor was running behind Wednesday and didn't have a chance to fully plow all the aisles, Thompson said. Parking lot entrances and sidewalks were cleared before school traffic started, he added.

As of 9:30 a.m., Thompson had not heard of any bus issues related to the weather. The fact the snow turned slushy and sticky helped from a safety standpoint.

Thompson expects the non-winter Minnesota has experienced this year played into students' expectations for a late start.

"If this was any other winter, on a scale of one to 10, [this storm] is probably a two or three," he said.

What were people saying on Twitter about Shakopee School District's decision not to delay or close school?

@Kenzie_Pieper: Honesty Shakopee School Board, was making us go to school on time worth it? Buses can't drive in this weather. #itscalledTWOHOURDELAY.

@ZoeAnne95: Shakopee schools wants me to get in a car crash I swear

@whiiiitneeeey: Seriously, every other school gets a snow day except Shakopee. The roads freaking suck, hopefully my mom lets me stay home. #stupid

@AmberFloood: Praying to god that shakopee shows up on the news for no school.. I'm getting my hopes up because it's not gonna happen.

Bunch of complainers...does anyone care about the walkers when it's RAINING? As far as driving, you and I both know if school was cancelled you would be at the Burnsville, Eden Prarie, MOA malls all day long!!! Welcome to the REAL world, notice hundreds of thousands of people when to work and college today!!!!

Wrong, Julia04. I said a 2 HOUR DELAY would have been the better call instead of cancelling school. The roads were bad this morning. I still had work. I responded to the statement that the superintendent gave...that it's was safe enough and only the first snow storm of the year and didn't warrant cancelling school. I would guarantee even it we got 16 inches of snow or a ice storm...the school district would still start on time. The district decides this all on the say of the school bus company being able to get through. Even though that the bus company probably has a vested interest in the buses being on the road. I worry about the teen drivers and the kids that are walking..especially the ones that walk in the road on Marschall because the sidewalks aren't cleared by school start time.

Walkers when it is raining is different..the sidewalks are not ice or snow laden. The last delay that I can remember in the past 16 years is approximately 4 years ago; it was in May because of fog. They never delayed, early dismissed or cancelled school last year and Shakopee had worse conditions.

Justmeagain2, your comment made me curious whether I remembered school being released, delayed or canceled in my three years here. Twice: Jan. 15, 2009, delayed because of wind chills and Dec. 9, 2009, closed because of blizzard conditions.

Last year, school could have been affected half a dozen times had not all our storms hit over weekends. I think we were socked every Saturday in December 2010.

Didn't the superintendent's former district cancel school this morning? The roads, the majority of which are side streets/minor roads were not plowed by the time the kids had to be at school. Most of the students at the high school either have to drive , they don't get to ride the bus.

Not enough of a safety risk? Really. I got stuck on my street trying to turn onto Vierling. Putting drivers out on the icy, slick, slippery roads is just asking for an accident. The ramp from Marschall to NB 169 was a disaster and the road didn't get better until County 18 at the split. Wasn't there an accident early this week near the high school? A two hour delay SHOULD have been called. How about the walkers that had to walk in the streets this morning to get to school, that's safe?
